Poor system and inefficient administrative model gives way for corruption


We are economically too much backward and the failure is due to lack of  basic economics education with Indian politicians who are merely focused for their own vote banks declare freebies and false election promises to be in power, that makes it ultimately for people to suffer so badly with high inflation and corruption.

Most Indians believe that there is something wrong with the fundamental Indian character. They are wrong.

Recently I have watched a good Tamil film "sattai" also had put a few words about the film and education in my FB time line.Received a comment from one of my school mate Prave who is quite  studious in school days and a prodigy too as she was the one i remember in my school days who won the Thriukural oratorical competition by orating all the 1330 verses of Thriukural in the school competition. Its awesome and those are memorable school days.The below are the conversation with prave related to educational reform.

Watched an excellent Tamil Movie "Saatai" which emphasis the stark truth about govt. school teachers,a must watch movie for all teachers&students.Also the film highlights govt teachers lack interest,highest world average of absenteeism of teachers and deliver worst results,all these problems are due to our system which is not designed as incentive driven or market based which is the crucial problem in many of the public sectors which is delivering an absolute third rated results and enormous loss to govt Exchequer. If its incentive/performance based system then both students and teachers will be benefited,but currently only govt teachers are benefited either they delivering result nor but their job is permanent which is futile and danger to govt spending on education. Incentive/Market based policy is one such needed reform in Govt education sector,unless its non sense for govt spending someone else money on someone else.

Education and health care related professions needs more of values rather than incentive/market based reforms which are insane in insisting on such professions.

Appreciate your comments.I would like to make still more clear that my stance of "Incentive"should not be miss understood as PERKS or Additional benefits to be provided to motivate further in addition to the existing schemes-I am not voicing this.I do agree that society needs strong values and expecting from all sounds quite ideal;We all know that India has had once great Philosophers who has lived and leave a legacy for us like Mahatma Gandhi the great man who devoted his life with principles to this nation,Kamarajar another follower devoted completely to our state as epitome of how to be honest in personal and political life and list goes on...Though we have such legends we could not inspire such qualities and values in our present day society and current leaders,hence to be practical enough the western philosophers has well understood this concept"Human beings are born cheaters or opportunistic individual though values exist one side,hence the westerners well understood this concept that is where they made the system quite strong enough to punish,obey every thing as per the system,but in India we don't have any system,here money/power can influence every thing including our judicial system.This is where stringent public policy is key strategy in changing things and can make our life better,for which Mr. Sanjeev Sabhlok a prominent FTI member and former IAS officer has been sternly putting so much of efforts in framing the world best policies for India( http://sabhlokcity.com/ )". Coming to education point of view,why i mentioned incentive/market based reform is, the current public sector does not value the individual through performance or result oriented structure,any govt teacher or servants can continue till retirement though he is under performing through our bad system or surviving under the influence of thugs which is still continuing and nation is spoiling.In education even a poor parents tries to send his child to affordable private schools why?there is accountability in private market,society always seeks towards to find the best,if at all a vouchers scheme were introduced and govt teachers will be provided increment/benefits or can survive as a teacher only if he/she can deliver result through performance other wise govt teacher cant survive since his job will be in peril.This is what the smart scheme where westerners are following.We have fundamentally missed wisdom or learning from the successful countries like U.S,Japan, Germany where they adopted V.E.T/ESD Courses in schools curriculum itself and a individual can start his own enterprise or job when he just completes high school irrespective of that our govt introduced non sense scheme like until 8th standard no children should be failed,free laptops,free bicycle etc at last quality of education is third rate and though students educated cant get a job-High unemployment which in-turn causes poverty and inflation.

To conclude there is "no free lunch in economics and human beings are progressive animals always aspiring to grow,if there is no stringent system built human beings will find easy opportunity or greedy way to lead their life".I am still with you regarding "values" which are most important to individuals but exhorting that alone will not fix any problems in this country.Biggest difference between westerns and Indians is westerners has well designed systems/policy to curb corruption etc and strictly bring any culprit even CEO or Highest rank of country under law and order,but Indians don't have proper system which could make politicians or any govt servants accountable or to punish,even after 30 years we could not get compensation for methyl ISO-cyanide gas leak affected victims,where BP has spilled oil in U.S sea coast and it hardly affected only the aquatic life but U.S has put the boot on the neck of BP C.E.O to demand billions of dollar as compensation-this is one such example for system.Pls understand that everyone cant be like M. Gandhi,S.C.Bose,Kamarajar or V.O.Chidambaram Pillai etc who devoted their entire life to build nation,but for ordinary civilians to survive policy and system should be in place and it should be designed in a way where it does favor to anyone.

Conclusion:
The Indian is no more nor any less susceptible to opportunism as any other human being in this world.The difference is that Western thinkers have realised that most of them are natural born cheaters, and have developed theories, models, and systems to control such behaviour. In India, however, we have UTTER FOOLS (socialists) who believe in exhortation against corruption. Why the poor have not done as well as the rich in New India?


I would like to share the extracts from one of the CCS article authored by Parth Shah regarding why India is poor and does the 1991 economic reforms has benefited to the very common civilian of this nation?Pls read on the below analysis.

‘Rich are getting richer and poor are becoming poorer!’ is now a common refrain in India in any discussion on economic reforms. Since 1991, India has undergone a great deal of liberalization internally and externally. Many feel that the gains of this liberalization and globalization have not accrued to the poor.

Unequal Distribution of Economic Freedom:

One can dispute this charge by pointing out that the proportion of population below the poverty line has declined from 35 to 26 percent since 1990. Nonetheless, I agree that the poor have not gained as much as they could have in the new India. But it is not because the rich have taken from the poor, as commonly implied. The reason is simple: the areas in which the middle and upper classes make their living have seen the highest degree of liberalization, while the areas in which the poor earn their livelihood have seen the fewest reforms.

Economic freedom for the rich has increased but not for the poor. In the Fraser Institute’s Economic Freedom of the World Report 2006, India’s rank has improved from 80 in 1990 to 53 in 2004. This overall increase in economic freedom has not been the same across all classes.

The poor still live under the draconian license-permit-quota raj, as the system of extensive government intervention in India is known. Today setting up a factory or a call center requires no government license. But anyone wanting to run a tea-stall or to become a street hawker or a cycle rickshaw puller or to work as a railway porter requires a license. For entry-level professions that need low skills and little capital, licenses are still mandatory.

The industrial entrepreneurs now have economic freedom but the street entrepreneurs do not. A vast majority of street entrepreneurs operate without a license—illegally, informally. They are open to constant harassment and extortion by the police and municipal officers.

The License Raj on Street Entrepreneurs

Consider cycle-rickshaw pullers and street vendors in the cities and towns of India. Delhi has approximately 500,000 cycle-rickshaws providing an affordable and accessible transportation service to the poor. The Municipal Corporation of Delhi has mandated that rickshaws have to be licensed and only 99,000 licenses shall be given out. More than 80% of the cycle-rickshaws are illegal. Studies suggest that on average a bribe of Rs 200 per month per cycle rickshaw is paid. Even the licensed rickshaws have to pay up. The government functionaries extort Rs 10 million a month from the cycle-rickshaw pullers! Similarly, Delhi’s about 600,000 street vendors operate without the necessary license and pay up about Rs 12 million per month in bribes. This is the burden of the license-permit raj—of economic unfreedom—on the poorest of the poor in Delhi.

During municipal raids, which occur regularly on a weekly or monthly basis, all the goods, hand cart, weighing balance and other equipment, as well as rickshaws are impounded. Once the rickshaw is seized, it takes 5-15 days and more bribes to get it released. During these days, the puller loses his means of livelihood. Because of the constant threat of raids, the street hawkers are unable to expand their business. If the hawkers spread out further by acquiring more goods to sell, they won’t be able to grab them quickly and run when the police van beacons. The hawker can expand his business only upto the reach of his arms. No wonder that India’s urban poor are still earning a subsistence living. This is because of the lack of liberalization in the areas in which they earn their living.

Well-intentioned Laws and the Poor

In addition to the stifling licensing system, myriad rules and regulations create further hurdles. Many of these rules are well-intentioned but the outcomes are perverse, just as the Law of Unintended Consequences predicts. Delhi has a law that the owner and the driver of a cycle rickshaw must be the same person.  Renting of rickshaws is illegal. The law intends to promote ownership and to limit exploitation of rickshaw pullers by the renters. But how about a migrant who does not have enough money to buy a rickshaw and does not have any other skills?  Many of the migrants are seasonal; they come to the city during the non-agricultural season, earn some cash and go back to work on the farm.  Obviously there is demand for rental rickshaws, and the suppliers are easy to find. The rental charge however includes a premium for the risk of running an illegal business. Supply of rental rickshaws is limited since honest people do not enter this business. Not surprisingly then a five-moth’s rent equals the price a new rickshaw. Is this artificially higher rent good for the rickshaw puller?

Equally importantly, when a poor migrant somehow buys a rickshaw, what happens when he has to go back to the village for a few months? He cannot rent out his rickshaw. A person can ply a rickshaw for 10-12 hours a day. He cannot rent it out for the rest of the day. A rich man’s capital—a call center—can work for 24 hours, but a poor man’s capital—his rickshaw—can not. If he falls sick, his rickshaw must lie idle. The only business he knows, he cannot grow in it. His earnings are forever limited to what he can earn from one rickshaw.  And people wonder, why he is poor!

The Rural Poor with no Agricultural Reforms

The rural poor who earn their living in agriculture fare no better. The agriculture has been the area of least reforms. Much agriculture produce cannot be transported across a district line, let alone across the state or the country. India does not even have a common market in agricultural produce. A law in the state of Maharashtra requires farmers to sell their sugarcane to a specified sugar mill in the district. In Kerala, the law mandates that once the farm is registered as producing one crop, it cannot be changed without government permission!  Recently, farmers who had planted sugarcane instead of rice saw their crop being uprooted by union workers. Rice and sugarcane farm workers belong to different unions. The Essential Commodities Act considers agricultural produce so essential that it has condemned its producers to perpetual poverty through a multitude of inane restrictions.

The urban and rural poor of India are unenthusiastic about liberalization, not because it is making them poorer as some claim, but because they have not seen much liberalization in their means of livelihoods.  We must do for them, what we have done for the rich: Give them their livelihood freedom.

Lifting the Poor: The Livelihood Freedom Test

The government must first remove all such hurdles by applying the Livelihood Freedom Test. Test all existing rules and regulations for their impact on the freedom to earn an honest living. Does any law restrict opportunities for any person to earn a living, particularly in a profession that requires little capital or skills? If so, then Review, Revise, or Remove. With the removal of these restrictions, economic growth would not only increase genuine employment but also be more balanced in offering opportunities to all classes of the society.

Are the so-called HINDUS (INDIANS/NON INDIANS) privileged to get any subsidy for their pilgrimage?

India in its constitution declared it as a secular government which will respect all religion, controversy to it we experience federal allocates subsidy to Muslim pilgrimages for HAJ i.e government only provide subsidy to muslims for going to Mecca.

Supreme Court clearly said, No subsidy, not even a Rupee, is offered to Hindus to go to Manassarowar or Sabarimala or Kumbh Mela or Chidambaram or rameswaram etc. What government does is facilitate the transportation. That is not subsidy. Every Hindu pilgrim pays the full transportation cost for the visit.No matter, no muslim countries offer such subsidy or it is unholy to take money from the govt (Hindu money) to go for Haj.

What is the way out to stop Haj subsidy or to make everyone equal? There is only one way, which BJP-NDA govt falied to do. Govt must offer Rs. 4000 crores subsidy for HIndu pilgrimages, and to jains, sikhs, buddhists, chrsitians as per their proportion.

BJP wanted only HIndu votes, but not doing anything for them. Vajpayee increased the amount of Haj subsidy and promosed to create 2 lakhs Urdu teachers jobs if voted to power (said in 2004 Loksabha election time). But he had no guts and imagination to offer subsidy to Hindu pilgrimages.

There are millions of hindus in different parts of the country who can never think to visit Hardwar, Varanasi, Somnath/Dwarakadhesh mandir,chidambaram or Tirupati etc (keep aside Mansarowar). But why these poor HIndus can’t visit a chidambaram in their own country? Why there is no subsidy for them? When a poor and illiterate muslim can make pilgrimage to a far-away another country, why a poor hindu can’t make it inside the country?

All of us pay taxes either directly or indirectly.You will be surprised to know that the poorest of the poor including a beggar also pays taxes. Are you aware that every time you buy insignificant products like toothpaste, brush, cloths, copy ,pencils, or a soap cake, then excise duty or sales tax is included in the price of that product. This tax that has gone into the government coffers is our money. There are stamp duties, service taxes, custom duties and plethora of other taxes that go to government coffers.The statistics show that 70% of the population spends about Rs.20 only per day, per person. In a family of five, the monthly expense is Rs. 3000. If all kinds of taxes are added they average about 10%.In other words, even a poor family pays a tax of Rs.300 per month or Rs.3600 per year. Then its upto you to calculate for 1.21 billion heads.You are the owners of this tax which has been collected by the government.But in return as welfare by govt is like appeasing the minority for attaining the power.
Its a absolute misgovernanace and bad policies favoring for plunder and corruption.

When Bangladesh was made it has 37%hindus and remaining muslims, currently 7% hindus left, what happen to 30%? Is this the way you want your Hindus to be treated? Nevertheless, our pseudo secular government is stealing the money from even a beggar who is paying tax and providing to the welfare of minority muslims to appease them for votes.

Religious subsidy must be for all. Else it must go. If muslims get Rs. 680 crores, HIndus must be given Rs.4000 crores. Only BJP can do that and I am sure they will get millions more Hindu votes. BJP has not matured yet to consolidate Hindu votes. They think lip service and slogans will bring them Hindu votes.

Supreme court of India has directed “union government should abolish the haj subsidy in 10 years time”why so long for implementation? Any order should be implemented immediately. Unfortunately, during the 10 years there will be some excuse for extend the benefits. When even the muslims are saying that it is not right to go to haj with unearned money, why should the govt. interfere. Unfortunately, in India vote bank politics taken priority over everything else! If congress wins in 2014, the haj subsidy will continue on some excuse or other!This is quite repeated from the period of Indira Gandhi regime.

However, the above is a postulate remains true for that moment and will be changed on vote bank politics. Now many argue that the subsidy is not a concession, it is a “right,” why subsidy should be curtailed. Reservation is provided for SC/ST etc despite in constitution it is mentioned for period of 10years but it is continuing why haj subsidy has to be curtailed?

This is a repeated mistake of Congress government for 60 years to appease the minority community and to attract the votes. However, our constitution states as secular, albeit we fodder and instigate communal bias for mere selfish fulfillment of political parties, one should be clear that we are not a SECULAR state, instead a complete Pseudo secular state in amorphous way. 

THE HAJJ SUBSIDY

As regards the Hajj subsidy, from the figures for the past 19 years..it appears that the amount of subsidy has been increasing every year. This is on account of increase both in the number of pilgrims and the travel cost/air fare. In the year 1994, the number of pilgrims going for Hajj from India was as low as 21035; in 2011, the number of pilgrims increased to 125000. In the year 1994, the cost of travel per pilgrim was only Rs.17000.00; in the year 2011, it went up to Rs.54800.00. As a result, the total Hajj subsidy that was Rs.10.51 crores in the year 1994 swelled up to Rs.685 crores in the year 2011.

From tangible evidence India is a nation with 80% Hindu population, but why they allow this partiality? Why can’t a country with 800 million can’t raise voice for their privilege at least rather voice for imbalance? The outcome, this is the unity we had in our society as being segregated by numerous castes and having notorious leaders for each castes for their selfish needs. When there is a common problem, no one will unite to raise his or her voice. This is the reason 18% minority but with a strong unity wins. Currently the so called “80% Hindus is a majority in the minority in power as well as unity.” I recall the words of the renowned freedom fighter in Tamil nadu V.O.C’s excellent quotes in 1908”We are 300 million people in this nation, if we are united and if we just blow off our breathe those white crooks will flew away from this nation, can we realize that might and do so?” For instigating this motivational speech against British, he was given lifelong imprisonment. Nevertheless, until now, we could not have such a unity in place, if in place our freedom would have been achieved quite earlier. We should come out of the arbitrary clouds and shackles of religion, caste, and sects and be united as INDIAN. No society can prosperous if we are disintegrated on the evil grounds of caste and sects.
